In the newest release of devkitPro, zlib, the compression library used for PNG, is not included. So you have two options, you install it by yourself and run the setup like the readme file says to do it. Or you use the svn version GRRLIB in which zlib is included.
svn is available from http://code.google.com/p/grrlib/source/checkout
